山東省數字政府建設一體化綜合改革方案
為(wei)加快推進數字政府建設一體化(hua)綜合(he)改革,深(shen)化(hua)數智賦能(neng),聚焦政府治理(li)服務(wu)數字化(hua)、標(biao)準化(hua)、平(ping)臺(tai)化(hua)、精準化(hua),加強技術融(rong)(rong)合(he)、業(ye)(ye)務(wu)融(rong)(rong)合(he)、數據融(rong)(rong)合(he),提升跨(kua)(kua)層級、跨(kua)(kua)地域、跨(kua)(kua)系統(tong)、跨(kua)(kua)部門、跨(kua)(kua)業(ye)(ye)務(wu)的協(xie)同管理(li)和服務(wu)水(shui)平(ping),全領域構(gou)建政府數字化(hua)運行新形態,結(jie)合(he)山(shan)東實際,制定本方案。
一、工作目標
以習近平(ping)新時代中國特色社會主義思想為指導,堅持統(tong)籌為先,突(tu)出問題(ti)導向、需求引領(ling),到2027年(nian),全(quan)省(sheng)(sheng)一(yi)體(ti)(ti)化(hua)數(shu)智(zhi)平(ping)臺更(geng)加集約(yue)、七大領(ling)域效(xiao)能(neng)(neng)(neng)全(quan)面(mian)提升、五項統(tong)籌機制高(gao)效(xiao)協同(tong)、公共數(shu)據要素價值一(yi)體(ti)(ti)釋放,統(tong)籌集約(yue)、高(gao)效(xiao)協同(tong)、整體(ti)(ti)智(zhi)治(zhi)(zhi)、數(shu)據賦(fu)能(neng)(neng)(neng)的(de)“1751”數(shu)字政府(fu)運行工作體(ti)(ti)系基本建成(cheng),形成(cheng)一(yi)系列(lie)具有全(quan)國影響力的(de)智(zhi)慧化(hua)應用場(chang)景,助推省(sheng)(sheng)域政府(fu)治(zhi)(zhi)理體(ti)(ti)系和治(zhi)(zhi)理能(neng)(neng)(neng)力現代化(hua)水(shui)平(ping)位(wei)居全(quan)國前列(lie)。
二、夯實一體化數智平臺支撐
(一(yi)(yi))強化共(gong)(gong)性(xing)基礎支撐(cheng)。堅持統籌集約,完善政務(wu)“一(yi)(yi)張網”“一(yi)(yi)朵云(yun)”一(yi)(yi)體(ti)化支撐(cheng)能(neng)力,提升云(yun)網功能(neng)、性(xing)能(neng)和調度管(guan)(guan)理能(neng)力,提高整體(ti)服務(wu)保(bao)障(zhang)水平,健全災備保(bao)障(zhang),探(tan)索算(suan)力、網絡融(rong)合建(jian)(jian)設。完善一(yi)(yi)體(ti)化大數據(ju)平臺,規范視頻(pin)感(gan)知等資(zi)源(yuan)管(guan)(guan)理,持續加強統一(yi)(yi)身份認(ren)證、電(dian)子簽章(zhang)、電(dian)子證照等共(gong)(gong)性(xing)能(neng)力建(jian)(jian)設,推動各類數字資(zi)源(yuan)共(gong)(gong)建(jian)(jian)、共(gong)(gong)享(xiang)、共(gong)(gong)用。(牽頭(tou)單(dan)位:省大數據(ju)局)
(二(er))強化多跨業(ye)務(wu)支(zhi)撐。建設(she)跨層(ceng)(ceng)級、跨部門、跨地域(yu)(yu)(yu)的(de)“多跨業(ye)務(wu)中臺(tai)”,支(zhi)撐各類事項統一(yi)配置(zhi)、路由智能分(fen)發、業(ye)務(wu)協同辦理。推(tui)動各行業(ye)各領域(yu)(yu)(yu)事項上(shang)“中臺(tai)”,實現(xian)跨層(ceng)(ceng)級條塊貫通、跨部門協同聯動、跨地域(yu)(yu)(yu)整(zheng)體智治。依托“多跨業(ye)務(wu)中臺(tai)”,推(tui)動數字化應用(yong)場景可復(fu)制,實現(xian)“一(yi)地創新、全省復(fu)用(yong)”。(牽頭單(dan)位:省大數據局)
(三)強(qiang)化(hua)人(ren)工(gong)智(zhi)能(neng)支撐。統籌算力資源(yuan)、基礎(chu)大(da)(da)(da)模型(xing)(xing)(xing)和高質量數(shu)據集建(jian)設(she),利(li)用“開源(yuan)+閉源(yuan)”大(da)(da)(da)模型(xing)(xing)(xing),集約建(jian)設(she)“人(ren)工(gong)智(zhi)能(neng)中臺”及(ji)多模態數(shu)據集,構建(jian)一體化(hua)基礎(chu)大(da)(da)(da)模型(xing)(xing)(xing)服務體系,加強(qiang)規(gui)范化(hua)、便(bian)利(li)化(hua)人(ren)工(gong)智(zhi)能(neng)能(neng)力供給。各(ge)級各(ge)部門、單位(wei)按需(xu)構建(jian)行(xing)業及(ji)場(chang)景(jing)大(da)(da)(da)模型(xing)(xing)(xing),打(da)造一批(pi)具備行(xing)業及(ji)城市特色的智(zhi)能(neng)體應用。(牽頭單位(wei):省大(da)(da)(da)數(shu)據局(ju))
三、助力七大領域數智化效能提升
(四)助力黨建(jian)(jian)工(gong)作(zuo)效(xiao)能(neng)提升。堅持(chi)黨建(jian)(jian)引領,充分發揮各(ge)級黨委總攬全(quan)局、協(xie)調(diao)各(ge)方的領導核心(xin)作(zuo)用,運用系(xi)統(tong)方法和(he)數(shu)(shu)字(zi)化(hua)(hua)(hua)手段,重塑(su)業務(wu)(wu)流程(cheng),實現各(ge)層級一體(ti)(ti)推進(jin)(jin)、步調(diao)一致(zhi)、高(gao)效(xiao)協(xie)同(tong)、整體(ti)(ti)提升。建(jian)(jian)設全(quan)省(sheng)統(tong)一的督查信(xin)息(xi)系(xi)統(tong),推動督查工(gong)作(zuo)質(zhi)效(xiao)提升。著(zhu)力構建(jian)(jian)數(shu)(shu)字(zi)紀(ji)檢監(jian)察(cha)體(ti)(ti)系(xi),助力紀(ji)檢監(jian)察(cha)工(gong)作(zuo)規范化(hua)(hua)(hua)、法治化(hua)(hua)(hua)建(jian)(jian)設。打(da)造覆蓋全(quan)業務(wu)(wu)、貫(guan)穿全(quan)流程(cheng)的干部管(guan)理一體(ti)(ti)化(hua)(hua)(hua)平(ping)(ping)臺,提升干部選育管(guan)用全(quan)鏈條科學化(hua)(hua)(hua)、精(jing)細化(hua)(hua)(hua)、智(zhi)能(neng)化(hua)(hua)(hua)水(shui)平(ping)(ping)。加快推進(jin)(jin)數(shu)(shu)字(zi)文化(hua)(hua)(hua)建(jian)(jian)設,打(da)造宣傳思想文化(hua)(hua)(hua)智(zhi)慧大(da)腦和(he)各(ge)類智(zhi)能(neng)化(hua)(hua)(hua)業務(wu)(wu)應(ying)(ying)用。建(jian)(jian)設全(quan)省(sheng)統(tong)戰(zhan)信(xin)息(xi)化(hua)(hua)(hua)資(zi)源體(ti)(ti)系(xi),提升數(shu)(shu)字(zi)統(tong)戰(zhan)服務(wu)(wu)水(shui)平(ping)(ping)。圍(wei)繞宣傳思想文化(hua)(hua)(hua)、黃河流域生態(tai)保護和(he)高(gao)質(zhi)量發展、綠色低碳高(gao)質(zhi)量發展先行(xing)區建(jian)(jian)設、鄉村振(zhen)興等(deng)領域形成一批智(zhi)能(neng)化(hua)(hua)(hua)多跨綜合應(ying)(ying)用。(牽頭單(dan)位:省(sheng)委辦(ban)公(gong)廳(ting)、省(sheng)政府辦(ban)公(gong)廳(ting)、省(sheng)大(da)數(shu)(shu)據局,責任單(dan)位:省(sheng)直有(you)關部門)
(五)助力經(jing)(jing)濟(ji)(ji)(ji)調節效能提升。健全(quan)經(jing)(jing)濟(ji)(ji)(ji)社會數據(ju)(ju)指(zhi)標體系,完善經(jing)(jing)濟(ji)(ji)(ji)社會數據(ju)(ju)庫(ku),強化(hua)(hua)數據(ju)(ju)挖掘分析(xi),為經(jing)(jing)濟(ji)(ji)(ji)社會發(fa)展趨勢研判(pan)、政(zheng)策精(jing)準(zhun)調控、民生(sheng)精(jing)準(zhun)保障等提供(gong)智能化(hua)(hua)支撐。推(tui)動經(jing)(jing)濟(ji)(ji)(ji)調節系統建設,實現重(zhong)點行業(ye)監測服務(wu)全(quan)生(sheng)命周期管(guan)理(li)。用好“選擇山東(dong)”云平臺,通過各類數據(ju)(ju)“匯、治、用”,為精(jing)準(zhun)招商提供(gong)數智支撐。(牽(qian)頭(tou)單(dan)位:省發(fa)展改革委、省商務(wu)廳(ting)(ting),責任(ren)單(dan)位:省工業(ye)和信息(xi)化(hua)(hua)廳(ting)(ting)、省統計(ji)局(ju)、省大數據(ju)(ju)局(ju))

四、完善五項統籌機制
